The project "Implementing eco-industrial zones in Vietnam with an approach from the global eco-industrial park program" conducted by the Ministry of Planning and Investment in collaboration with UNIDO, from SECO's funding; The project implementation period is 3 years (from 5/2020 to 5/2023). The project is implemented with the selected pilot IPs: Deep C Industrial Park (Hai Phong), Amata Industrial Park (Dong Nai), Hiep Phuoc Industrial Park (Ho Chi Minh City), Tra Noc 1&2 Industrial Park (Can Tho), Hoa Khanh Industrial Park (Da Nang).
Within the framework of the project, 24/11/2022 at Hiep Phuoc Industrial Park, Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA) in collaboration with the Project Management Board "Implementing eco-industrial zones according to the approach from the Global Eco-Industrial Park Program " under the Ministry of Planning and Investment, United Nations Industrial Development Organization (UNIDO) co-organized the workshop "Industrial symbiosis in Hiep Phuoc Industrial Park" and "Training on financial tools to support enterprises and industrial parks in transforming the eco-industrial park model in Vietnam" for enterprises operating in Hiep Phuoc Industrial Park.
Participating in the workshop were representatives of the General Planning Department, Environmental Management Department under HEPZA; Mr. Giang Ngoc Phuong – Deputy General Director of Hiep Phuoc Industrial Park Joint Stock Company, Ms. Nguyen Tram Anh, UNIDO National Technical Expert, representative of Project Management Board; Mr. Ankit Kapasi, International Expert on Eco-IPs of Sofies; Mr. Dinh Manh Thang, Senior Expert on Resource Efficiency and Cleaner Production (VNCPC) and representatives of about 40 delegates from enterprises operating in Hiep Phuoc Industrial Park.
The workshop aims to improve knowledge of industrial symbiosis, thereby offering solutions and plans to form economically, environmentally and socially viable supply chains, implementing the goals of moving towards eco-industrial zones and ecological enterprises.
The workshop provides general insights into following aspects: key concepts, methods and tools related to the identification and implementation of industrial symbiosis; provide information on industrial symbiotic models; typical examples of industrial symbiosis opportunities have been researched and implemented in Vietnam and around the world.
Through the workshop, international and domestic experts on eco-industrial zones provided an overview of industrial symbiosis and typical examples related to various types of industrial symbiosis. This is also an opportunity for enterprises investing in Hiep Phuoc Industrial Park to discuss more deeply about the existing industrial symbiosis opportunities and symbiotic opportunities identified by experts in the process of evaluating the efficiency of cleaner production resources. At the same time, these interactive activities will identify new potential industrial symbiosis opportunities. This is the basis for the project to facilitate and support enterprises to implement potential industrial symbiosis opportunities through activities of identification, prioritization and implementation of action plans.
In addition, in order to solve one of the difficulties of enterprises in Hiep Phuoc Industrial Park in terms of capital, the workshop also organized a training program on financial tools to support enterprises and IPs to transform the eco-industrial park model in Vietnam. At this training session, international and domestic experts of the project guided enterprises to practice and effectively use financial instruments for the purpose of converting to an eco-industrial park model.
Assessing the difficulties and challenges when implementing industrial symbiosis in Hiep Phuoc Industrial Park, besides difficulties in capital sources (because there are some large investment solutions, it requires large investment capital), most of the opinions that enterprises give emphasize the main difficulties in terms of legal basis barriers, due to the fact that this subject is governed by specialized but unresolved environmental laws, which relate to the transfer of waste of one plant as production materials to another. On the other hand, most enterprises in the same industrial park do not have relationships to exchange, share, and communicate with each other, so they have not found the connection and interaction to join the industrial symbiosis, so it is necessary to have solutions to connect businesses with each other.
